World Cup 2030, 2034 Bids to be Submitted to Extraordinary FIFA Congress

In light of the analysis contained in the two bid evaluation reports, all the bids where deemed to meet minimum requirements for hosting the FIFA World Cup and “the bids will therefore be presented to the Extraordinary FIFA Congress for decision”, FIFA stated in a press release following the meeting held ahead of the Extraordinary Congress.

The FIFA Council was also informed of the independent auditor’s report conclusions (BDO) for each bid file, which “state that both bidding procedures were conducted with objectivity, integrity and transparency”, the same source added.

In its bid evaluation report, published on November 30, FIFA stated that the joint bid by Morocco, Spain and Portugal to host the 2030 World Cup, the only bid in the running, stands out for its “overall quality” and exceeds the “minimum organizational requirements” set out in the technical evaluation, which covers both infrastructure (sports related and other) and commercial potential.

The bid offers a wide choice of high-quality venues across 17 host cities with varied assets, combining completed emblematic facilities that regularly host the world’s biggest clubs to modern projects (construction and renovation).

While the scale of the construction projects within a six-year timeframe calls for rigorous monitoring and even support measures, the report highlights mitigating factors, such as several projects already underway (notably in Morocco, where several stadiums are due to be delivered for the 2025 AFCON), the quality and completeness of the proposed plans and the commitment around these projects, reflecting to a high level of confidence.

The Morocco-Spain-Portugal 2030 bid offers 20 varied options for stadiums: 6 in Morocco, 3 in Portugal and 11 in Spain. This exceeds the minimum requirements (14 stadiums) outlined for the 2030 World Cup, offering sufficient flexibility to choose diverse and emblematic venues in the three countries, the report points out.

It further notes that Madrid’s Santiago Bernabéu stadium in Madrid, Barcelona’s Camp Nou in Barcelona and Casablanca’s Grand Stade Hassan II have been submitted for the opening and final match.

FIFA's Council, held on Tuesday via video-conference, decided to submit all bids for the 2030 and 2034 FIFA World Cup to its Extraordinary Congress, also scheduled for Wednesday by video-conference.
