Rabat, Rome Bolster Public Administration Cooperation

Signed by ENSA Managing Director Nada Biaz and SNA President Paola Severino, the MoU covers a wide range of areas, including development and innovation in public administration, public information management, and the training of senior executives, both for Morocco and Italy, and for African countries.

At the ceremony, which took place in the presence of Morocco’s Ambassador to Italy, Youssef Balla, and Saïd Rachek and Rabii Leouifoudi, respectively Director of Resources, Programs and Training, and Director of Studies, Research and International Cooperation at ENSA, Biaz reviewed the various activities of the National School of Administration, highlighting its role in the training of top Moroccan executives.

She told MAP that the MoU aims to create synergies and develop research and analysis around themes relating to public management and AI in public governance.

Biaz also expressed her desire to establish a link between Europe and Africa, given the Kingdom’s favorable geopolitical and geographical position, to provide training and programs for African partners on specific, targeted themes.

For his part, Massimo Gaiani, Head of European and International Affairs at SNA, welcomed the signing of this MoU, which will inevitably contribute to strengthening the solid cooperation between the two countries, saying he was “interested in developing triangular cooperation with Morocco and working together at the levels of the African continent and the Mediterranean basin.”

Subsequently, Biaz signed another MoU with the Dean of the Faculty of Law at Italy’s “Luiss” University, Aristide Police, aimed at establishing a partnership for development in training, higher education and research in areas of common interest.

The two Italian institutions, signatories with ENSA, are looking forward to setting up joint programs and co-organizing events in Morocco and Italy as part of the action plans relating to these two memorandums of understanding.

Morocco’s National School of Administration (ENSA) and Italy’s National School of Administration (SNA) signed a memorandum of understanding (MoU) in Rome on Friday, aimed at strengthening their cooperation and boosting exchanges of information, experience and best practices in civil service, while enabling African countries to benefit from their shared expertise.
