Morocco's HACA, Azerbaijan's ACRA Sign MoU in Baku

The agreement, signed by HACA President Latifa Akharbach and ACRA President Ismat Sattarov, establishes a framework for partnership focused on fostering bilateral exchanges and sustained collaboration to strengthen media regulation ties between the two institutions.

Marking the first such agreement between HACA and a regulator from the Caucasus region, the memorandum includes a shared agenda for ongoing training and professional exchange programs; therefore, these initiatives aim to enhance media regulation tools and procedures while adapting them to the transformative shifts occurring in national and global media ecosystems.

During the signing ceremony, Akharbach underscored the importance of reinforcing professional exchanges between HACA and ACRA, highlighting the challenges posed by the globalization of the media landscape and the increasing influence of cross-border technology giants with significant market power, as a result, this evolving context, she noted, has driven regulators worldwide to intensify dialogue and collaborative efforts.

Both Akharbach and Sattarov emphasized the opportunities for dialogue and cooperation within the Forum of Audiovisual Regulators of Member States of the Organization of Islamic Cooperation, pointing out shared concerns over the proliferation of stigmatizing narratives and Islamophobic rhetoric in global media, which threaten the values of coexistence and cultural diversity.

Speaking to MAP after the ceremony, Sattarov expressed his satisfaction with the signing of the memorandum and reiterated ACRA’s commitment to strengthening ties with HACA. “Despite the geographical distance, Morocco and Azerbaijan share numerous similarities.”

Earlier in the day, Akharbach participated in an international conference on “Media Literacy,” where she led a Moroccan delegation that included Abdellatif Aadil and Adil Benhamza, members of the Higher Council for Audiovisual Communication, and Tarik Karimi, a senior official in HACA’s international cooperation department.

A memorandum of understanding and cooperation was signed Tuesday evening in Baku, between the High Authority for Audiovisual Communication (HACA) of Morocco and the Audiovisual Council of the Republic of Azerbaijan (ACRA).
